Tan Sri Dato’ Seri Dr. Noor Hisham earned his medical degree from the prestigious University Kebangsaan Malaysia (UKM) in 1988. He furthered his expertise by pursuing a Master of Surgery at the same institution and becoming a Fellow in Breast and Endocrine Surgery at the Royal Australasian College of Surgeons (ANsES/RACS) in 1997, where he was the first Asian fellow at the University of Sydney Endocrine Surgery Unit. Dr. Noor Hisham has received numerous accolades, including the Fellowship Ad Hominem of the Royal College of Surgeons of Edinburgh in 2018. His surgical expertise led him to deliver the Martin Allgöwer Lecture at the 48th World Congress of Surgery in Krakow, Poland, in 2019. He served as a Councillor-at-Large on the Executive Board of the International Society of Surgery (ISS) and currently chairs its Global Surgery Committee. In 2020, he became the Chairman of the Asian Association of Endocrine Surgeons and is a member of the transitional High-Level Council for the Global Surgery Foundation based in Geneva. Appointed Deputy Director General of Health in 2008, Dr. Noor Hisham became the Director General of Health six years later. He completed the Advanced Management Programme at Oxford Business School in 2008. His leadership during the COVID-19 pandemic earned him a Doctor of Public Health (Leadership) from UKM in 2021. Dr. Noor Hisham now chairs the WHO’s Standing Committee of Health Emergency Prevention, Preparedness, and Response (SCHEPPR) in Geneva. He is committed to enhancing Universal Healthcare Coverage (UHC) and improving healthcare access through digital innovation. His contributions have been internationally recognised, including receiving the Grand Officer of the Brazil Order of Rio Branco and the Maal Hijrah Figure Award.
